Manila’s Benny Abante Files 15th Blockchain Bill in the 20th Congress

Representative Bienvenido Abante, Jr. of the sixth district of Manila City, filed on December 16, 2025, House Bill (HB) 6909, also known as the Philippine National Budget Blockchain Act.

Abante’s bill is now the 15th in the 20th Congress that aims to utilize blockchain technology in the national budget of the Philippines for transparency.

The Philippine National Budget Blockchain Act

Mandating the creation of a “National Budget Blockchain System” managed by the Department of Information and Communications Technology, the Department of Budget and Management, and the Commission on Audit, the bill is pending for first reading, which was supposedly on December 22, 2025.

It requires all government agencies, bureaus, commissions, and government-owned and controlled corporations to integrate financial systems into the blockchain.

HB 6909 also allows smart contracts to automate fund releases upon verified milestones, with a public-facing portal for real-time citizen and oversight access to budget data.

Once turned into law, Abante wrote that it should receive ₱500 million from the National Treasury for research, development, infrastructure, and capacity building. And then, for the succeeding years, it should be included in the annual General Appropriations Act.

HB 6909’s full title is “An Act Mandating the Establishment and Implementation of a National Budget Blockchain System to Enhance Transparency, Accountability, and Public Participation in the Philippine Budget Process.”

The CADENA Act

However, on the same day, Mamamayang Liberal Party-list Rep. Leila De Lima filed HB 6898, or the House of Representative’s version of Senator Paolo Benigno “Bam” Aquino IV’s Citizen Access and Disclosure of Expenditures for National Accountability (CADENA) Act.

It should be noted that President Ferdinand Marcos Jr. has requested the Senate and the House of Representatives to prioritize the passage of the CADENA Act.

As of writing, the Senate has already passed through three readings of the CADENA Act. The House of Representatives, meanwhile, also needs to pass a version of it through three readings. However, the first reading of De Lima’s version, which was set on the article’s writing date, December 22, did not push through.
